A page from the FBI's publicly launched documents from the examination of Hillary Clinton's private email server exposes that a group actually called "the shadow government" was overseeing the inquiry.
"There was a powerful group of really high ranking STATE authorities that some described as "The 7th Flooring Group" or "The Shadow Federal government." This group met every Wednesday afternoon to talk about the FOIA procedure, Congressional records and whatever CLINTON-related to FOIA/Congressional queries," mentions page 56 of the file.
The document goes on to note some members of this "shadow federal government," that includes John Kerry and Jonathan Finer, Chief of Staff and Director of Policy Preparation at the State Department, and Patrick Kennedy, undersecretary of state for management.
