Ibetiwon You are exactly right. The 5 step thing i can not say for sure since each local and state EMA have differences in how things are authenticated . What is know from training is as follows. In order to have a viable message delivered you have multiple people, doing multiple things, with multiple authorization levels to send it. My code alone would not do this and no single person holds the codes to activate it. I mean for gods sakes i cant even enter the EOC without a twice a year background check, current certification, and proof of FEMA ics training. They dont even give us public service radios unless its a national emergency. We are licensed hams and also trained EMA.
